The Academic Policy area of Academic & Student Affairs includes the following: Policy Development: This unit manages the development and revision of Board level academic and student affairs policy, procedure, and guidelines including convening a Policy Council and communication with constituency groups. National Leadership: The AVC serves as the State Director of Community Colleges and the State Director for Career and Technical Education; represents Minnesota in each organization, serves as the primary state contact for requests for consultation and information regarding community and technical colleges and career and technical education. Labor Relations: The AVC provides primary academic consultation regarding contract negotiation and implementation for MSCF related issues; provides consultation on IFO related issues, and provides oversight and leadership for communication with the faculty unions on academic issues. The Licensing Unit interprets faculty credentialing regulations for college administrators and faculty, evaluates faculty credentials to determine compliance with Board of Trustee Policy; manages the committee review process, staffs the Joint Committee on Credential Fields, develops policy/procedure/ guidelines related to college faculty credentialing, convenes faculty, industry and administrator task forces to develop faculty credentialing minimum qualifications, and consults with Human Resources and Labor Relations regarding contract issues. Currently, major focus is on combining the two existing college credentialing systems into one system in collaboration with MSCF and the Office of the Chancellor Human Resources and Labor Relations units. The federal grant unit works with the dissemination and implementation of federal grant programs for eligible MnSCU recipients and with federal and state programs impacting MnSCU campuses through collaborative efforts. These include the Carl D. Perkins Vocational-Technical Education Act, Workforce Investment Act, and welfare reform activities, among others. Implements responsibilities of the sole state agency for the Perkins Act which includes dissemination of grant funds for secondary and post secondary career and technical education. Included in this unit are Tech Prep leadership and resources focused on increasing participation in non-traditional programs. The Center for Teaching and Learning (CTL) seeks to provide system-wide services to support and improve faculty instruction and student learning through seminars and conferences, campus CTL leadership development, individual faculty development grants, and the CTL web page and publications.
